Council decisions, policies, notices, meetings, community resources: for many First Nation governments, this information still lives in paper documents, email threads, and disconnected systems. Staying informed becomes work, and participating becomes harder.

Burst partnered with the Nation to design and build a secure Citizen Governance Portal: one modern platform where members sign in to find council information, governance documents, notices, meetings, policies, and community resources, built for transparency, accessibility, and the long term.

The Challenge

Never another website. A trusted digital home.

The Nation needed a secure, organized way to reach its citizens, without the administrative weight of pushing the same information through multiple channels.

Governance information was scattered across multiple locations, and council documents were out of reach for many members. Policies and resources were difficult to keep current, demand for mobile-friendly access kept growing. The Nation needed a secure, member-only environment with room to grow alongside the community.

The goal was never another website. It was a trusted digital home for the information that matters most.

Strategy

Understand before you build.

Burst began by sitting down with leadership and staff to understand how communication works today, how governance flows, and what members actually need.

Through collaborative workshops and planning sessions, the team found ways to simplify navigation, improve access to information, and make the whole experience more intuitive.

This phase focused on understanding citizen needs and priorities, organizing governance content through clear information architecture, and defining secure access requirements. The team mapped user journeys for members, staff, and administrators, and planned for future expansion and scalability.

The Platform

One place for everything.

Burst designed and developed a secure Citizen Governance Portal that puts citizens at the centre: a single destination for governance communications and community information, built for simplicity, accessibility, and long-term sustainability.

Members sign in to one secure place for council and committee information, governance documents and policies, meeting agendas and approved minutes, community notices and announcements, and a searchable document library. The experience is mobile-responsive and accessible, with an easy-to-manage content management system and role-based permissions for administrators.

The result: governance information that is easier to find, easier to manage, and easier to trust, for leadership and citizens alike.

Creative

Designed for clarity.

Simple navigation, intuitive layouts, and a mobile-first approach mean citizens can find what they need from home, from work, or on the road. Every design decision reduced complexity while keeping the experience professional, welcoming, and trustworthy.

Built to Grow

A foundation, not a finish line.

The portal runs on a scalable content management system that staff can manage without technical expertise, and it was designed with the future in mind.

The platform is ready for member services, online forms, event registration, digital voting and engagement tools, notifications and alerts, expanded document management, and additional secure community resources.

Information that once lived in filing cabinets, inboxes, and separate systems now lives in one secure place.

The Impact

Governance that is more open, more effective, and easier to take part in.

Access to governance information improved, transparency and communication grew stronger, and the administrative workload dropped.

Mobile accessibility is better, content management is simpler, and the platform is ready to evolve with the community.

What Comes Next

The portal is a foundation, not a finish line.

As community needs evolve, the platform is ready to grow with them: new services, new engagement tools, new technology.

Because digital governance is about more than technology. It’s a trusted connection between a government and the people it serves.
